AZ House OKs bill to block rules on greenhouse gases

PHOENIX (AP) -- Both chambers of the Arizona Legislature want to block new state rules on automobile emission standards because they weren't approved by lawmakers.
A 36-22 vote Monday by the House approves a bill already approved by the Senate. It would prohibit a state agency from adopting or enforcing rules on greenhouse gases or fuel economy without legislative authorization.
The bill could face a veto when it reaches Gov. Janet Napolitano.
Rules issued by Napolitano's Department of Environmental Quality are set to take effect this summer after clearing a regulatory review process.
Napolitano says the rules are needed to help combat climate change. Legislative critics say Napolitano is treading on the Legislature's constitutional authority to set state policy.
